We consider the time delay of massive, non-relativistic, one-dimensional particles due to a tunneling potential. In this setting the well-known Hartman effect asserts that often the sub-ensemble of particles going through the tunnel seems to cross the tunnel region instantaneously. An obstacle to the utilization of this effect for getting faster signals is the exponential damping by the tunnel, so there seems to be a trade-off between speedup and intensity. In this paper we prove that this trade-off is never in (...) favor of faster signals: the probability for a signal to reach its destination before some deadline is always reduced by the tunnel, for arbitrary incoming states, arbitrary positive and compactly supported tunnel potentials, and arbitrary detectors. More specifically, we show this for several different ways to define “the same incoming state” and “the same detector” when comparing the settings with and without tunnel potential. The arrival time measurements are expressed in the time-covariant approach, but we also allow the detection to be a localization measurement at a later time. (shrink)

This volume has its already distant or1g1n in an inter national conference on Evolutionary Epistemology the editors organized at the University of Ghent in November 1984. This conference aimed to follow up the endeavor started at the ERISS (Epistemologically Relevant Internalist Sociology of Science) conference organized by Don Campbell and Alex Rosen berg at Cazenovia Lake, New York, in June 1981, whilst in jecting the gist of certain current continental intellectual developments into a debate whose focus, we thought, was in (...) danger of being narrowed too much, considering the still underdeveloped state of affairs in the field. Broadly speaking, evolutionary epistemology today con sists of two interrelated, yet qualitatively distinct inves tigative efforts. Both are drawing on Darwinian concepts, which may explain why many people have failed to discriminate them. One is the study of the evolution of the cognitive apparatus of living organisms, which is first and foremost the province of biologists and psychologists (H. C. Plotkin, Ed. , Learning, Development, and Culture: Essays in Evolu tionary Epistemology, New York, Wiley, 1984), although quite a few philosophers - professional or vocational - have also felt the need to express themselves on this vast subject (F. M. Wuketits, Ed. , Conce ts and Approaches in Evolutionary Epistemology, Dordrecht Boston, Reidel, 1984). The other approach deals with the evolution of science, and has been dominated hitherto by (allegedly) 'naturalized' philosophers; no book-length survey of this literature is available at present. Peer review is a widely accepted instrument for raising the quality of science. Peer review limits the enormous unstructured influx of information and the sheer amount of dubious data, which in its absence would plunge science into chaos. In particular, peer review offers the benefit of eliminating papers that suffer from poor craftsmanship or methodological shortcomings, especially in the experimental sciences. However, we believe that peer review is not always appropriate for the evaluation of controversial hypothetical science. We argue that (...) the process of peer review can be prone to bias towards ideas that affirm the prior convictions of reviewers and against innovation and radical new ideas. Innovative hypotheses are thus highly vulnerable to being “filtered out” or made to accord with conventional wisdom by the peer review process. Consequently, having introduced peer review, the Elsevier journal Medical Hypotheses may be unable to continue its tradition as a radical journal allowing discussion of improbable or unconventional ideas. Hence we conclude by asking the publisher to consider re-introducing the system of editorial review to Medical Hypotheses. (shrink)

We no longer have any texts, any past, but just interpretations of them. The evident multi -interpretability of a text causes it gradually to lose its capacity to function as arbiter in the historical debate. It is necessary to define a new link with the past based on a complete and honest recognition of the position in which we now see ourselves placed as historians. In recent years, many people have observed our changed attitude towards the phenomenon of information. For (...) postmodernism, science and information are independent objects of study which obey their own laws. Language and art are not situated opposite reality but are themselves a pseudo-reality and are therefore situated within reality. Because of the relation between the historiographical view and the language used by the historian to express his view - a relation which nowhere intersects the domain of the past -historiography possesses the same opacity and intensional dimension as art. The essence of postmodernism is precisely that we should avoid pointing out essentialist patterns in the past. There is reason to assume that our relation to the past and our insight into it will in future be of a metaphorical nature rather than a literal one. (shrink)

Sum rules are derived for the quantum wave functions of the Hadamard billiard in arbitrary dimensions. This billiard is a strongly chaotic (Anosov) system which consists of a point particle moving freely on a D-dimensional compact manifold (orbifold) of constant negative curvature. The sum rules express a general (two-point)correlation function of the quantum mechanical wave functions in terms of a sum over the orbits of the corresponding classical system. By taking the trace of the orbit sum rule or pre-trace formula, (...) one obtains the Selberg trace formula. The sum rules are applied in two dimensions to a compact Riemann surface of genus two, and in three dimensions to the only non-arithmetic tetrahedron existing in hyperbolic 3-space. It is shown that the quantum wave functions can be computed from classical orbits. Conversely, we demonstrate that the structure of classical orbits can be extracted from the quantum mechanical energy levels and wave functions (inverse quantum chaology). (shrink)

Narrativist philosophy of history rejects all attempts to establish an epistemological link between the past and its historical representation. Two forms of narrativism should be distinguished. The first form attacks epistemology by stressing the autonomy of historical writing with regard to the past itself ; the second form does the same by de-contextualizing the elements of the past—the very idea of the past thus becomes problematic and epistemological queries can no longer even be formulated. The first form of narrativism is (...) synthetical, suggesting that the historian should construct broad panoramical views of the past ; the second, on the contrary, aims at a dispersive dissolution of the past. The article concentrates upon the dispersive form of narrativism. It is exemplified in Ginzburg's 'micro-storie'. The implication that these 'micro-storie' should not primarily be seen as historiography in the proper sense of the word but rather as a form of narrativist philosophy of history (expressing a theory of historical representation) is accepted wholeheartedly. It is shown that the 'micro-storie' come very close to Derrida's deconstructivist reading of texts. For in both cases we have to do with 'ruptures' announcing themselves in small, seemingly insignificant details. The conclusion of the article is that the synthetical and the dispersive forms of narrativism need each other and that we can give meaning to the concept of an objective historical reality only if we accept both of them.
